No. An NZeTA is a travel authorisation for visa-waiver visitors, not a visa. It lets eligible travellers visit New Zealand for up to 3 months at a time (6 months for UK passport holders) without applying for a visa.
An NZeTA is valid for 2 years or until your passport expires, whichever comes first, and covers multiple visits. You must spend no more than 6 months in New Zealand in any 12-month period.
The International Visitor Conservation and Tourism Levy is a NZ$100 charge paid together with the NZ$23 NZeTA fee. It funds conservation and tourism infrastructure, and Immigration New Zealand does not refund it, even if the request is declined.
